LOS ANGELES, CA (Catholic Online) - Mexico claims to be doing sewer repair work in Tijuana. The country claimed burst pipes resulted in an estimated 143 million gallons of raw sewage to spill into the Pacific Ocean for 18 days.

The International Boundary and Water Commission reported the spill occurred Feb. 2, when a sewage collector pipe wasn't properly contained.

Serge Dedina, the mayor of Imperial Beach, CA, explained residents of several coastal communities just north of the Mexico-U.S. border were affected by a growing stench before the news was released.

He immediately stated his anger with the United States and Mexican governments for failing to report the incident sooner.

Dedina called for the resignation of Edward Drusina, the chief of the international water commission, for his failure to notice or report the sewage incident.

"Border authorities charged with managing sewage infrastructure and reporting these spills must do better and be held accountable for this act," he stated Saturday, adding his office is pursuing an investigation into the spill and its aftermath, adding U.S. officials "must make fixing sewage infrastructure a priority and issue of national security."

Dedina also accused Mexican water agencies of attempting to save "a lot of money in pumping costs" by purposely draining the "tsunami of sewage spills" into the United States. He claimed they save money "in pumping costs and ultimately, they can get away with it and do it all the time, just on a much smaller scale."

"It was intentional," Dedina claimed. "The big picture is we need to work to support Mexico's effort to improve the sewage infrastructure in Tijuana so this doesn't happen again."

Several beaches were already closed due to California's storms, but the newly contaminated waters have added more beach closures.

The San Diego Union-Tribune newspaper reported the Tijuana River is one of the most polluted waterways in the country, prompting Dave Gibson, an executive officer of the San Diego Regional Water Quality Control Board, to agree with Dedina's call for a public service announcement.

Gibson stated: "at least a notification would be a good neighborly thing to do, to let us know what was coming down the river before it got here so we could alert the public."
