A campus police officer at the University of Texas, is learning a lesson about the First Amendment after writing a citation for disorderly conduct for a street preacher because students said they were offended.

LOS ANGELES, CA (California Network) - A campus preacher at the University of Texas filmed his interaction with campus police officers as they wrote him a citation for disorderly conduct. The reason for the citation was that students were offended by his speech.

According to the officers in the video, the preacher used several words alluding to sexual promiscuity including "penis" and "anus."  Officers suggested his remarks were within the realm of profanity.


The preacher who received the ticket was working with an assistant and the pair were evangelizing students on campus. Such evangelizing is commonly criticized for the loud, barking and often provocative manner of the approach. It's easy to see how some students could have been offended by his speech.

However, the First Amendment protects offensive speech. There is a narrow subset of speech that is not protected by the First Amendment, such as fighting words and speech that creates an unnecessarily dangerous situation, such as shouting "fire" in a crowded theater. Preaching does not fit into either restricted category.

The officer in the video clearly indicates that the preacher is being approached because he is offending students while another officer writes him a citation for "disorderly conduct."

As the video progresses, the preacher begins to troll the three officers who have surrounded him to confront him. The preacher repeatedly brings up the implications of their action on the First Amendment.

The officer repeats that it is in fact illegal to offend somebody.

The officer is either lying on the assumption the preacher does not know the basics of the First Amendment, or, frighteningly, the officer himself does not know how the First Amendment works, which seems to be the case.

It is upsetting to see a person push the boundaries of free speech and public decorum to advance their agenda, even though the goal of "saving" souls is laudable. However, it's even more upsetting -even chilling, to see the police respond by misinterpreting the First Amendment.

It's a Pyrrhic consolation that the officer was himself clearly ignorant of the First Amendment.

Notably, he was joined by another pair of officers who at no point intervened to correct the misunderstanding.

This suggests there is a massive problem with our college system. Our schools have become so politically correct that people feel it is normal to muzzle speech and other fundamental human rights. An entire generation of future leaders is being educated on campuses believing that offensive speech is somehow a criminal act. What happens when these students become leaders in a few decades?

The entire PC movement is off the rails. The infatuation with political correctness is stupid and self-defeating. We live in a world where people can freely declare their gender and not be challenged for it regardless of what's in their DNA.

Christian crosses are being described as "offensive." The Gospel is offensive. Flags offend people. But not rainbow flags, those seem to be fine. Even being conservative seems to offend people.

In the past, such jarring claims of offense have been laughable, but when you observe police officers sincerely citing a man for "offensive" speech -Christian speech at that, you cannot help but be alarmed.

Campus police officials at the University of Texas have since voided the citation for obvious reasons.

Curiously, the officers in the video indicated they have previously written many similar citation in the past, which is food for thought.
