The law, which amends the state code's disaster regulations, specifically prohibits the imposition of restrictions on the operation of places of worship that are more stringent than those imposed on other businesses, organizations, or activities. This provision addresses concerns that arose during the COVID-19 crisis, when churches faced overly strict pandemic mitigation policies compared to other institutions and businesses.
Former Governor Ralph Northam, like many other state governors during the pandemic, issued comprehensive regulations governing worship practices and church capacity limits across Virginia.
