Did the Obama administration give a massive amount of money to an anti-Israeli group to keep Israeli Prime Minister Netanyahu out?

Declining to meet with Israeli Prime Minister Benjamin Netanyahu while he was in the United States earlier this month is one thing, but President Obama may have crossed a line by illegally financing an American nonprofit group that was attempting to keep Netanyahu out of the U.S. or force him out while he was in.

LOS ANGELES, CA (Catholic Online) - A bipartisan Senate investigatory committee has launched a probe into the nonprofit group and especially regarding its funding.
You can make a huge difference in the world. Please act today!
The nonprofit organization received several taxpayer-funded grants from the State Department.
Obama has had a long and less than courteous relationship with Netanyahu, and the fact that both Democrats and Republicans have agreed to the probe may be intended as a rebuke to the president, perhaps encouraging him to stop antagonizing America's strongest ally in the Middle East.
Netanyahu voiced concerns over something that may have been along these lines during an interview with Channel Two television in Israel. He claimed that there was government help with the "Just Not Bibi" campaign, which attempted to keep him from speaking before Congress.
This information also seems to match up with recent reports that the Obama administration has been interfering in Israel's upcoming election, supporting groups that are anti-Netanyahu.
The Homeland Security and Governmental Affairs subcommittee has subpoena power over all branches of the government, and is looking into how OneVoice Movement acquired $350,000 in grants from the State Department.
The Israel-based Victory 15 group is a subsidiary of OneVoice, and intends to "replace the government" in Israel by removing Netanyahu. The group is being advised by members of Obama's administration.
