A new message from ISIS targets disabled Westerners. In a propaganda video, featuring two deaf militants, ISIS suggests "that disability is no excuse for not serving for ISIS."

LOS ANGELES, CA (Catholic Online) - During the five-minute long video, the deaf brothers are seen speaking in sign language to describe their daily life as traffic police in Iraqi city, Mosul.
"I am a deaf mute who works in the traffic police in the Islamic State with my brother Abu Abdur-Rahman," one of the men signs. "As for my message to the apostate peshmerga (Kurdish fighters) we will strike you soon, by Allah's permission. I am living in a land in which Allah's sharia is established."

The two brothers are featured in black jumpsuits carrying assumed M16 assault rifles. They express their "desire to 'slaughter' their enemies including Britain, America, France and Italy, saying 'you will not stop our advance.'"
The end of the film shows the two men setting explosives up and launching the rockets.

"The video represents an attempt by the group to recruit other physically or otherwise impaired individuals, as well as demonstrates the multifaceted responsibilities of those in its ranks," explained Alex Kassirer, a researcher at Flashpoint Intelligence, to NBC News.
This is thought to be the first propaganda video that "deliberately features disabled people" in its attempt to "recruit more from Europe and the West," according to Daily Mail.
