Officers claim they all feared for their lives.

Footage of four Fresno police officers fatally shooting a prone 19-year-old boy in the street was recently released to the public.

Highlights

LOS ANGELES, CA (Catholic Online) - According to the Fresno Bee, Dylan Noble was pulled over when officers received a call that a man dressed in camouflage and driving a pickup was armed with a rifle.

When they heard squealing tires and saw Noble's truck speeding in the opposite direction, police gave chase.

Noble was pulled over into a Chevron parking lot.

Police Chief Jerry Dyer reported Noble refused to comply with officers when they repeatedly commanded him to show both his hands.

When he refused to show his hands, officers assumed he was armed, so when Noble put his right hand behind his back as he "walked toward officers very rapidly," the officers immediately drew their weapons.

The Fresno police officers involved claim Noble muttered, "I hate my (expletive) life" as he approached them and pulled his hand from behind his back "very quickly."

One officer immediately responded by shooting the teen three times from his service handgun. In a shocking split-second decision, a second officer fired a round from a shotgun into the already downed teen.

Dyer reported: "There was no firearm on this individual. There was no firearm found in the pickup."

Shocking footage from a bystander hiding behind the side of a building revealed Noble already shot and on the ground as the two officers demand he put his hands up.

The teen can be heard saying, "I've been shot."

Then an officer shoots him again.

Two more officers pull up and draw their weapons in the horrific footage as Noble dies on the street.

The two officers who shot Noble were veterans, one serving 20 years on the force and the other 17. Dyer has refused to name any of the officers involved and claim personal cameras worn by each policeman reveals better detail than the bystander's.

One of the officers claimed the already downed teen moved his left hand to lift his shirt and puts his right into his waistband. He suddenly pulls his hand from his waist and officers claim they feared for their lives so they shot him again.

Noble's family held a private funeral for the boy then immediately contacted lawyers, who released a letter asking for the FBI or California's Attorney General's Office to investigate the event.

Dyer reported the FBI was already on the case and said the body camera footage will be released to the public once the Fresno County District Attorney's Office concludes its investigation.

"I anticipate the criminal investigation will be completed by the end of August as there is a need to wait for all of the physical evidence to be analyzed either by the Department of Justice and/or the Coroner's Office," Dyer announced.

The Noble family's lawyers, Fresno attorneys Warren Paboojian and Stuart Chandler, wrote a letter to Fresno County District Attorney Lisa Smittcamp to say the Fresno County's DA's office shared a "close working relationship" with the Fresno Police Department, adding: "Even though we have the utmost confidence in the District Attorney's Office in regard to this investigation, we are asking for an outside, independent investigation.

"...A video has come into our possession regarding this tragedy....enclosed in this letter is a thumb drive that depicts a partial video of the shooting we recently received....the enclosed video only shows half of the story. On behalf of the families, we would like to review the entire video in this matter."

Dyer reported the District Attorney's office was also conducting an investigation and the FBI "will have complete access to any and all reports, recordings, interviews, and physical evidence that will allow them to come up with an independent finding."

The Police Department's Internal Affairs investigation will also be closely monitored and reviewed by the United States Attorney General's Office.

None of the officers involved have returned to work and each has received threats and citing advice from Police Department attorneys.

Assistant District Attorney Steve Wright released the following announcement on Wednesday, concerning the investigation so far:

"A team which included a senior deputy district attorney and a supervising district attorney investigator responded to the OIS scene," where they inspected the site of the shooting. "[T]he DA team has watched video recordings of the incident and took part in the interview process with both civilian witnesses and officers."

The team attended the autopsy and interviewed a friend of Noble's, who initially refused to release a statement but was later convinced to do otherwise.

The DA's Office continues to wait for the final reports Fresno police are preparing as well as the Sheriff-Coroner's Office. Test results on Noble's blood, conducted by Mineral King Laboratory, are also coming in, which Wright explained can take up to 6-weeks.

"The DA's Office is confident that it can conduct an impartial and independent investigation and review of the actions of the officers involved in this OIS," Wright stated. "However, we would never hesitate to cooperate with any other law enforcement agency, such as the Federal Bureau of Investigation or the State Attorney General's Office, conducting their own review should they feel that it is warranted."

Dryer added: "I fully intend on making the video available to the public once the criminal investigation is complete, or we reach a point in the investigation when the release of the video does not hinder the progress of the investigation or taint witness statements."
