The pope said that Jesus was a pastor not a moralist. There is enough evidence in the bible to suggest and prove that Jesus was both a Pastor and a moralist. To say that Jesus was not a moralist is to deny that God is holy because God's holiness is partly enshrined in his attribute of being righteous and moral.Rather than say that Jesus was a pastor not a moralist we should rather say that He emphasized his pastoral role as The Good shepherd more than emphasizing morality because of his love for his sheepfold and knowing its weaknesses and limitations.
