Article V of the Constitution allows states to amend the document without federal interference.

The state of Texas has passed a resolution invoking Article V of the U.S. Constitution, calling for a Convention of the States to curtail the power of the federal government. Article V can be enacted by the states alone, without federal interference.

Article V is a safety measure that allows the states to amend the Constitution if the federal government won't.

LOS ANGELES, CA (California Network) -- The U.S. Constitution may be the most brilliant documents ever produced by humanity. It is a work of genius that distils centuries of tradition, philosophy, and experience into a single contract that governs the world's most powerful nation. The Constitution is so remarkable; it is the template for the constitutions of many other nations. It remains largely in original form, over two hundred years after its ratification.

Among the most forward-thinking provisions in the Constitution are its safety features, which allow the people to hold peaceful revolutions in the country every four years, in the form of elections. The document also ensures people have alternatives, should elections prove insufficient for relief. One such safety measure is Article V.

Article V allows the states themselves, to declare a Constitutional Convention should two-thirds of all agree. If three-quarters of the states then accept an amendment to the Constitution, that amendment is ratified and becomes law.

The genius of Article V is that it allows for the states themselves to bypass Congress. While Article V can also be triggered by Congress, it can also be triggered in spite of Congress, in case Congress is corrupt.

Few people today would debate the fact that our Congress has been corrupted by outside influence, campaign cash, and alien ideology. That corruption has turned America from a Democratic Republic, with a free, capitalist economy which is what it was always intended to be, into a twisted socialist state.

America today is not a Republic, but rather an oligarchy. Power is wielded by a few wealthy people who use their money to influence Congress to pass laws favorable to their business interests. The cumulative effect of those laws is socialism for the rich. We also have laws which keep the poor pacified and sustained, which some argue perpetuates poverty and dependency. This is socialism for the poor.

In between, we have the nation's largest segment of people, the middle class. The middle class is too rich to enjoy the freebies and handouts given to the poor, and it is too poor to enjoy the privileges and perks extended to the rich. Trapped between the two classes, the middle class pays most of the taxes, and performs most of the labor, regarding productivity. The middle class enjoys a good standard of living, but it requires a lot of upkeep and sacrifice. Even the middle class is low on savings and the future for these people is questionable.

These problems are the product of a federal government run amok, drunk on its own power. The government will not reform itself, for the deciding senators and representatives would simply vote for their own self-interest.

Article V circumvents these corrupt politicians, allowing the states themselves to call a Convention and amend the Constitution.

Texas is now the 11th state to call for such a convention. A trend is growing, primarily among conservative-leaning states, to hold a convention and amend the Constitution to restrict the powers of the federal government.

During such a convention, any Amendment can be proposed, and any number of changes can be made. The adoption of any change requires the approval of three-quarters of the states.

Article V is a safety feature, intended to allow states to check the federal government. The fact we are contemplating it is a sobering thought. Our government has become sufficiently corrupt, and the states are so disenfranchised we are resorting to this measure. But so far, only 11 of the required 33 states are ready to invoke Article V.

If not enough states agree in time, the options remaining to the people are not those found in the Constitution.
