DHS chief says wall could be finished within two years.

President Trump's wall may be finished much sooner than expected. Homeland Security chief, John Kelly told Fox News he thinks the wall can be finished in as little as two years. Previous estimates suggested it would take more than six.

Walls are already up in some places and have been for years. Trump's plan would make the wall comprehensive, stretching from the Pacific to the Gulf of Mexico.

Walls are already up in some places and have been for years. Trump's plan would make the wall comprehensive, stretching from the Pacific to the Gulf of Mexico.

LOS ANGELES, CA (California Network) -- One thousand, nine hundred miles, give or take. That's the span that Trump will need to cross if he wants to see his wall completed. Experts have previously guessed the project could take up to six years to complete. However, after making a preliminary assessment, John Kelly thinks it can be done in as little as two.

Retired general John Kelly is the new chief of Homeland Security. He told Fox News in an interview that he believes the wall can be completed in just two years.

"I really hope to have it done within the next two years..." he said. "The plan is to build the wall where's it's needed first and then fill it in."

"We have the authority to build it and we're looking at the money aspect. I know that the White House is working with the Congress on discussions on when we might be able to press on with building it. I think the funding will come relatively quickly and like I said, we will build it where it's needed first as identified by the men and women who work the border."

Presently, an average of about 1,100 people are caught attempting to cross the Mexico-U.S. border illegally each day. It is probably a minority of the people who enter illegally each day, but are not caught. Most people in the U.S. illegally enter legally, but overstay their visas. Others are smuggled in by other means. Only a tiny number likely enter by tunnel or boat.

A wall, particularly in popular places, will make illegal entry more difficult thus curtailing illegal immigration. Nobody believes it can be stopped altogether. Tunnels, boats and ladders will simply increase in use. Smuggling will become more popular. But all these means are more complicated than merely walking across the desert ranchlands.

It is a fact that all sovereign nations have the right to control their borders and regulate immigration.

There remains dispute over the project, which is largely unpopular in Mexico and is opposed by many Americans. The cost and efficacy of the project are under review. Who will pay for the wall is a major concern. Although President Trump has repeatedly pledged that Mexico will pay the cost, it is unclear how this would be managed. It is believe any costs placed on Mexico would be offset by costs imposed by Mexico on their exports to the States.

Above all, the greatest concern is how people caught crossing the border illegally are treated. Although these people have no lawful right to cross, many of them are merely seeking better lives. Many them are women and children.

Whatever happens, the people caught and detained in the U.S. must be treated with dignity and respect. Asylum seekers should be heard. And whenever reasonable, the American tradition of welcoming foreigners in pursuit of the American dream ought to be preserved.

America was not made great by walls, but by its people, millions of whom came from elsewhere in the world.
