In England, it is now both possible and legal to have a child with three biological parents. The process is called "three person IVF." The practice is fraught with ethical concerns.

LOS ANGELES, CA (California Network) - Three person in-vitro fertilization can allow women with defective mitochondria, to have healthy babies by replacing the mother's defective mitochondria with a mitochondria from another woman. The replacement takes place just hours after fertilization.
The mitochondria is a part of the cell that turns food into energy. It is only passed from the mother to the offspring in all animals. It sits outside of the nucleus, and if it's defective, a baby will grow with any number of genetic disorders. If it is replaced with a healthy mitochondria, then the baby will develop normally with the mother's appearance and personality, but without the genetic defect.
Tragically, IVF fertilizes several eggs, not just one. One egg is chosen for implanting and the others are destroyed. Because life begins at conception, the practice is a form of murder. The procedure cannot be performed in any other fashion.
The transplanting of one mother's mitochondria may be viewed the same as a transplant, although the Church has not evaluated this topic since the procedure is quite new. Genetically, the child is also the offspring of three parents, not just two, which can also have troublesome implications for its morality. It must be noted that God made man and woman as a complete whole, and not a man and two women, or any other combination. And while the Israelites occasionally practiced other patterns of marriage (polygamy), these exceptions were specific to the people and their condition and culture. In the eyes of God, marriage is between one man and one woman, and it's intended product is children, issued from that singular union.
The three-person babies will need to undergo a final review by the government and if approved, women will be allowed to apply for a license to obtain the procedure.
